Battery Export Certifications Explained: UN38.3, CE, UL & IEC

Selling lithium batteries across borders means meeting a stack of safety and transport rules. Here is what each major certification actually covers, and when you need it. For broader context, see our 2026 battery trends overview (incl. the EU battery passport).

UN38.3 — Transport Safety

Mandatory for shipping lithium cells and batteries by air, sea, rail or road. Covers altitude simulation, thermal, vibration, shock, external short, impact and overcharge tests.

CE — European Market

Indicates conformity with EU directives (typically the Battery Directive / CE marking via EN standards). Required to sell in the EEA.

UL — North America

UL 2054 (battery packs) and UL 1642 (cells) are widely required by US retailers and carriers. Strongly recommended for the North American market.

IEC 62133 — Cell & Pack Safety

The international safety standard for portable sealed cells and batteries, frequently referenced by buyers worldwide.
